For the second time in four months, the Moon Township Supervisors approved plans for a Wal-Mart store on the current West Hills Shopping Center in Moon late Wednesday.

The retail giant’s development plans were OK’d on a 3-2 vote, with Supervisors Tim McLaughlin, Frank Sinatra and Jim Vitale approving them and Supervisors Marv Eicher and Mike Hopper opposing.

The vote came on the heels of more than three hours of discussion in which Wal-Mart officials presented their development plans.

About a dozen residents opposed or expressed concerns about the store’s potential impact on traffic, crime, pollution and its effect on existing businesses.

A half-dozen residents, however, encouraged the development, saying that the largely vacant West Hills site is an eyesore in the center of the township and that Moon could use the development.

Supervisors initially rejected the preliminary development plans in early July, along with several requests made by Wal-Mart to deviate from various township landscaping and zoning ordinances.

But the board reversed its decision on the preliminary plans a week later after Moon’s solicitors said denying the plans without giving Wal-Mart an opportunity to amend them could expose the township to a lawsuit that would be tough to defend.

But the board wound up rescinding that approval in September because Wal-Mart failed to meet a deadline to submit necessary paperwork to the township.

Since, Wal-Mart amended the plans to bring them into compliance with most landscaping and zoning ordinances. But it did request variances Wednesday related to on-site storm sewers, manholes and inlets, grading and traffic flow at an adjacent intersection, all of which were approved.
