On April 10, 2006, a group of concerned residents, taxpayers, and business owners of Hartford, WI held an informal meeting at which they agreed to form a political action committee, to be known as the Hartford Citizens for Responsible Government (“HCRG”), a not-for-profit organization. HCRG selected Hartford resident Marilyn Raschka as their spokesperson, and business owner Michael Eggleston as the group's treasurer, and filed necessary registration papers with the City of Hartford.
The catalyst behind the formation of the HCRG was the annexation of 27 acres on Hartford's west side for the proposed 184,000 square foot Wal-Mart Super Center, which the HCRG contends that neither the Common Council nor the offices of engineering, planning, and administration ordered sufficient or complete studies on the economic, traffic, and environmental impact of the project. Citizens in Hartford have expressed deep concerns about the impact of a Wal-Mart Supercenter and its potential harm to quality of life issues such as traffic, economic and environmental impact, and effect on infrastructure. As part of the organization's standard procedures, they intend to exercise their rights under existing open records laws to examine back records pertaining to the Wal-Mart issue. Findings will be reported on the HCRG website.
