Citing the glow of large commercial parking lots as a major generator of light pollution, this amendment makes the straightforward requirement “that all lights be shielded to limit glare…and prevent lights from shining beyond the boundaries of the development.” Stating that light pollution not only limits our ability to see the night sky, it also wastes energy, the amendment’s goal is to “preserve and enhance the nighttime natural, scenic, and aesthetic qualities of Plymouth, without decreasing nighttime safety or security.”
