With a population of nearly 30,000, Vernon’s Comp Plan outlines as its goals: limits on retail sprawl development; an emphasis on building reuse as opposed to vacant land development; the protection of the town’s lakes, rivers, and groundwater; and the preservation of land with a goal to preserve 21% of Vernon’s total acreage as open space by the year 2023. It directs the planning board “to propose specific actions, assign responsibility for carrying out these actions, and monitor progress towards achievement on a regular basis.” The plan also seeks an increase in zoning district boundaries to protect residential areas from the impacts of non-residential development, and that “All development proposals requiring a special permit shall be required to submit a traffic impact study which provides evidence to the Planning and Zoning Commission that the Level of Service (LOS) at any affected intersection shall not be reduced below Level D.”
