Sight Fight of The Week: Tucson, AZ

Is “home of the world’s biggest Wal-Mart” a title that Tucson wants? 

It might happen if Wal-Mart were to successfully move into the 300,000 square foot old Macy’s building in the El Con mall in central Tucson, possibly making it bigger than the next biggest supercenter in the country and (we think) the only three story Wal-Mart in the country.

Although rumors of the move are not confirmed, it has triggered a flurry of media in the Tucson area over the past two weeks. Lane Oden, an attorney for the El Con mall, reportedly told that talks between the mall and Wal-Mart were “far along.” Mall Officials and Wal-Mart has up to now refused to publicly comment on the situation - but it looks like talks are happening.

It’s far from a done deal, however. For one, Tucson has a big box ordinance designed to be a little tougher on retail giants - forcing them to be better neighbors. (Although, it has been mentioned that Wal-Mart might be able to avoid big box restrictions by moving into a old building, as opposed to constructing a new one.)

The Tucson Citizen points out several aspects of the local big box ordinance that might give Wal-Mart a hard time moving in:

The ordinance addresses two primary factors:
• Stores larger than 100,000 square feet have to meet regulations concerning where loading docks are, the hours shipments are taken and setbacks from neighborhoods.
• No more than 10 percent of the store can be devoted to food.

It looks like the El Encanto Homeowners Association and the El Conquistador Estates Neighborhood Association already plan to fight the move “tooth and nail.” The fact is, El Con used to be a pretty appealing multi-use mall. They, like many others would rather see the El Con Mall become a “a vibrant, welcoming center,” not merely a cluster of big box stores.

The Arizona Star said it well in a great op-ed, aptly titled “Wal-Mart isn’t answer to El Con Mall’s woes,” which lamented the lack of creativity that a Wal-Mart move would bring:

We were encouraged in September, when Smythe reported there were conceptual plans for redeveloping the mall, which included tearing down the mall and giving the area and buildings a streetscape look. Slipping a Wal-Mart into the vacant Macy’s is not visionary.

If you live in the area, email your local officials now and tell them another Wal-Mart is not what Tucson or the El Con Mall need.

When Wal-Mart tried twice to move in where I live, we kept being told it was a “done deal.” Well, Wal-Mart tried in 1993 to move in about 15 miles away from me. They never got a building permit, and a few years later a building cap was put in to keep any large development out of the town. Some done deal!
Many years later they tried to get into our town. Well, the property they needed was zoned residential. Wal-Mart obviously needed it to be rezoned commercial. The rezoning process was struck down by our newly elected officials. And in order for them to come to our town, they needed that large lot. The rest of the property wasn’t even close enough for the size they wanted. I can still see the Wal-Mart real estate representative. When the rezoning process was stoped in our town meeting, he left immediately with a cell phone glued to his ear. So we don’t have a Wal-Mart either. Some done deal!
Wal-Mart comes in and tries to convince the local politicians and people that it doesn’t matter what you do, you can never stop us from building if we want to. Well--that certainly isn’t true! Tucson can stop this Wal-Mart if they have building codes and regulations. They can slso stop them if the opposition is well organized. We had well organized opposition. I don’t think Tucson wants to be known for having the largest Wal-Mart, or do they?

yeah the same unions that cant get full time work and decent living wages for folks at the bottom end so they can get off food stamps and govt assistance welfare programs.where is the same we cant handle any more traffic and remain safe crap when large shopping malls,strip malls,other retailers,ufcw union grocery stores and etc that bring just as much traffic,or more traffic as walmart does are built?its bs and hypocritical to only raise these crap issues when walmart is built.it shows how greedy and selfish and spoiled rich you folks are.
