Like many global retailers, Wal-Mart has been eyeing the Indian retail market for years and for just as long, India's anti-FDI (foreign direct investment) policies kept them at bay. However, in 2006, the company found a loophole by entering into a joint ventue with the Indian telecom company, Bharti Enterprises, and is currently preparing to establish stores in 2007. Observers claim that Bharti/Wal-Mart are looking to create a combination of hypermarkets and neighborhood stores throughout India. It is also speculated that Wal-Mart will expand its procurement operations in Bangalore and create new export centers nationwide.
