Subsidizing Wal-Mart: A Case Study of the College Grove Redevelopment Project

"Sound land use decisions are vital to economic growth and sustainability as California enters the next century. This was the central conclusion of a recent study by the Center for Study of the California Economy1 and is increasingly the focus of a number of organizations, community groups, and concerned residents in San Diego County. This approach recognizes the important linkages between housing, urban sprawl, economic prosperity, and the condition of the environment.


As part of the Center on Policy Initiatives’ efforts to promote sound economic development and land use policy in San Diego, this study looks at the impact of a large subsidized development on the local community and the region. In this report we examine the impact of the College Grove Redevelopment Project, that includes a Wal-Mart and Sam’s Club, on the community and the region. This project received $13.4 million in the form of public assistance, including $9.5 million for Wal-Mart."
